PREVAIL, formerly Women’s Center-Youth & Family Services, is the primary provider of free, confidential shelters and services specifically designed to meet the needs of young people experiencing homelessness and individuals, families, and children experiencing domestic violence, sexual assault, and sex trafficking in San Joaquin County.

Emergency Shelters for individuals and their children who are fleeing situations of Domestic Violence, Sexual Assault and/or Sexual Exploitation/Trafficking.
• Two 24 Hour Emergency Shelters (Stockton & Tracy)
• 30-day emergency shelter stay
• Safety Planning, Peer Counseling & Support Groups available onsite
• Case Management provided onsite
• Assist with food, clothing and hygiene products
• Transportation Assistance and Limited Relocation Assistance
• “The Greenhouse” - Children’s Learning/Playroom
Opportunity House: A transitional living program (TLP) for runaway/homeless youth from 16 to 25 years old.
• The Opportunity House maximum length of stay is 21 months or when the youth turns 22 years of age.
• Emergency Shelter for youth ages 22 to 25.
• In addition to Shelter and Food, Opportunity House services include Case Management, Substance Abuse, and Clinical Counseling. Life Skills and Parenting Classes, Educational Support and Employment Preparation Assistance.
• Program goal is for youth to become independent and self-sufficient.
Safe House: Safe House is a Community Care Licensed shelter for youth ages 12 to 17 that are running away or experiencing homelessness. Safe House is the only emergency youth shelter in San Joaquin County.
• Safe House is licensed to shelter a maximum of ten youth, including infant/toddlers of youth clients, for a maximum length of 21 days.
• Services also include Crisis Assessment and Case Management, Individual and Family Counseling, Substance Abuse and Clinical Counseling, and Educational Support.
• Program goal is family reunification.
Youth Services PREVAIL Provides a variety of programs and supportive services to runaway youth or young people at risk of or experiencing homelessness to heal, grown, and thrive. Services include:
